Disable Keyboard/Mouse - VB.NET

I need a simple small application creating in VB.net which when the application is opened it will disable the keyboard and mouse so if you hit any keys it does nothing and you can not move the mouse. (even if the application is not selected). This is a SIMPLE job for someone who knows how to code this in VB.NET. I am a VB.Net developer but i do not know the code to do this. I will also expect the profile file sent to me when completed. MUST WORK ON WINDOWS 7!
